Using a bread knife cut a circle in the center of the bread, be careful not to cut all the way through, and remove the extra bread and cut into pieces or use a shamrock cookie cutter.
Place on a plate with the bread loaf in the center and the pieces around it.
Add green tortilla chips around the plate also.
In a medium bowl, add softened cream cheese and sour cream. Mix well with a spatula or hand mixer.
Add in green onions (reserve 2 tbsp), garlic, mustard, and spices and stir until combined.
Scoop into the bread loaf and garnish with reserved 2 tbsp green onions.
Cover and refrigerate or serve right away and enjoy!
