Sift together the flour, powdered sugar, and salt.
Add the butter to the bowl and use your hands {or a pastry cutter} to cut it all together until the mixture resembles fine crumbs. You can also use a food processor.
Press into the prepared pan and bake until golden around the edges, about 20 minutes. Let cool slightly.
For the filling: in a medium bowl stir together the sugar and flour.
Add the eggs and whisk until smooth.
Add the lemon zest and juice and mix until combined.
Pour over the crust and bake 25 minutes.
Let cool completely.
Sift powdered sugar over the top.
Cut into squares.
Carefully remove to a serving platter.
Add a plastic baby to each corner of the lemon bars.
